Water Elementalist Build Collection
Builds Before Discussion: (took out the other 2 to save space and confusion)

text below were written before the discussion/feedback for builds before the discussion, although build after discussion has also been tested, in HM with H/H (same line up as mention below)
This build has been tested to run well in NM doomslore shrine and sacnoth valley (Normal Mode) with H/H (Heros and Hench)
It also runs well with 3 human players + H/H in HM (Hard Mode) but only tested in one dungeon.
My Water Elementalist, i called it the crowd controller. I've been nuking for the past 3 years with my elementalist, and have notice but have not try to do anything about it untill now, the down side of nuking: foes run away, and they spread out while you are activiating (5 seconds) your meteor shower, by the time the meteor shower is cast, the foes either has ran away or dead, the only way to control your crowd is using a corner, and corner is not everywhere on the Guild Wars Maps, so, while hoping to corner your foes, why not stop them from running away?
Hence the water elementalist. For the build to work even better bring along Nuker, SS Necro, or any other aoe type and you can point and laugh at the Charrs.
My team consist of Gwen, Acolyte Sousuke, Olias, Devona, Cynn, Mhenlo and Lina.
instruction taken out, its pretty easy to run build, just read the description or think of the many times you've been snare by ice imps, same thing kill fast
Notes
Note 1: you will not run out of energy, nor will you get exhausted (for build before discussion)
Note 1a: you should not run out of energy, but will experience exhaustion as you now cast 2x maelstrom with echo (build after discussion)
Note 2: since i've not gotten my 40/40 sets, since my earth ele build i am still using this with Kerrsh's Staffs
Note 3: In H/M you might consider replacing [vapor blade] with [pain inverter].
Note 4: Build after discussion does not need any pve only skills its good to go HM Doomslore Shrine. will update if I use it in other part. but seeing that I change build all the time ...
Note 5: Works great for the mission Finding Gadd, owned all those Wizards! I've never Kill them so easy before.

Any water build without [[Blurred Vision] is losing a wonderful utility hex.
Water isn't all about snares, and I know you call it a crowd control build, but I don't think you would be detracting from the build much if you replaced Ice Spikes or Shard Storm with Blurred Vision.
I also find [[Chilling Winds] amazing in Water Builds for PvP purposes, both as a cover hex and to ensure that some key hexes last longer.

No [chilling winds] plus [freezing gust] or chilling winds plus deep freeze?
That also seems like a lot of hexes for PvE, why not ditch some of them for added utility?
And I agree with Celestial Beaver in that you should really bring blurred vision if you are going water... it's kind of like an alternative to aegis.

The thing I am wondering lately is - how much e-management is too much e-management?
I'd look into [Icy Shackles], [Water Trident], [Ward Against Harm] and [Shatterstone] as a replacement for Ele Attunement.
Since you have this insane number of slowdowns - I am wondering if pretty much everything needs to be trippled?
Like people have said - [Blurred vision] is nice.
I'd also look into lowering water on one of the water guys and probably bring something like [mark of rodgort] combined with a fire wand/spear - and this then opens up room for [Steam].
Or even better - [elemental flame] (since there is going to be a ton of hexes thrown around] + [steam]!
The current build just seems too much like a one trick pony.
Edit:
This completely slipped my mind.
With the number of eles you are running these guys NEED to do some damage also.
And since you are not locked into a secondary - go necro on one of the guys (drop ES by a few) - and raise Curses for [Weaken Armor] (could possibly also bring [Enfeebling Blood]).
And of course - no upier PvE build suggestion would be complete without the question - how about [Assassin's Promise]?
What this gives you is the ability to spam those 20+ sec recharge spells (also the ability to spam PvE only skills!) and it makes [GoLE] into ALL the e-management you need.
Also [slippery ground] if you do go with Ele Flame + Steam combo.

[Glyph of Lesser Energy] is good.
[Elemental Attunement] is bad.
[Water Trident] is good.
[Shatterstone] is good.
[Icy Shackles] is good.
[Ice Spikes]'s range is mediocre, it's only adjacent.
Glyph Lesser + Deep Freeze is a good big snare.
You can lock down people using just Freezing Gust and Frozen Burst, the best part being Frozen Burst goes through veil for those talking about PvP.

since dual attunement is really all you need for energy management, you can probably get away with taking out [glowing ice] and putting in something else like [pain inverter] or [ebon battle standard of wisdom], whatever you prefer
Although when i run my dual attunement fire builds i do sometimes take [[glowing gaze] most of the time it is not needed, really the only time i do ever use it is if [[elemental attunement] gets interrupted or something.
But in all, your build looks a lot like what i give zhed when i use a snare hero.
[elemental attunement] is still one of my favorite elites, its very easy to manage and gives you virtually unlimited energy to spam the highest costing spells. One suggestion though, usually when i bring hero eles on the team with [[elemental attunement], i bring a different elite skill on my bar and use [[arcane mimicry] to mimic the heros elite.
Here is an example
[arcane mimicry][fire [email protected]][mindbender][glyph of [email protected]][searing [email protected]][arcane echo][glowing [email protected]][meteor [email protected]]<<<this is my build
and here is zhed who is my water ele who has 40/40 water magic wand and offhand

I use [[arcane mimicry] to mimic [[elemental attunement] and bring [[searing flames]. I use [[arcane echo] + [[searing flames] to give me the ability to rapid fire [searing flames]
this is what my bar looks like after casting [arcane echo] and [arcane mimicry]
[elemental [email protected]][fire [email protected]][mindbender][glyph of [email protected]][searing [email protected]][searing [email protected]][glowing [email protected]][meteor [email protected]]
Granted this is all personal preference, i like the build and it works for me. If you like dual attunement and fire then i welcome you to give it a try.
[mindbender] + [meteor shower] really helps make meteor shower worth using
And on your final build, since you are using dual attunement you really dont need a huge energy bank so you could take Energy storage down to maybe 9+1 or 10+1. that would let you add a bit more punch to water and make it 11+2 or 12+2 or whatever you prefer.

Since you called this the Water build collection, my ele is Water-based so here's what he runs:

Shatterstone quickly followed up by Vapor Blade makes a nice little spike on the second hit of Shatterstone. I know both Blurred Vision and Ward might be a little overkill, so I'm looking into other ideas there. If I run around with a lot of other eles, I'll have to look into that Elemental Flame idea of upier's.

One thing I forgot to mention earlier is that I'm not much of a fan of vapor blade. It's okay for spike damage as long as the other guy isn't enchanted. However I prefer ice spear to it, even if it is a terribad skill, simply because it gives you more damage for the same amount of energy. In PvP, VB is better with enchantment stripping, but in PvE you'd probably want to find something better than either of them.

Ohh nice one!
Didn't even think of that one!
But I guess it would depend more on how many hexes will be thrown around. If there are many hexes - then Ele Flame might be better because you pretty much get constant burning.
If it's just to trigger Steam - then Immo is very nice!
